This paper in *Information Polity* examines India’s digital governance model and argues that Digital Public Infrastructure (DPI) is not neutral plumbing. Identity systems, payment rails, credential platforms, and data exchanges reshape how states exercise authority, how welfare is delivered, and how legitimacy is constructed.

That framing is valuable. DPI is often discussed as “technology” or “infrastructure,” but in practice it functions as a governance substrate.

Where the analysis becomes tenuous is in methodology and architectural specificity.

The paper relies primarily on secondary sources and interpretive synthesis across sectors. That can be acceptable for political analysis, but it leaves several claims without measurable support. Assertions about exclusion, surveillance, or centralization would be materially stronger if tied to measurable indicators such as authentication failure rates, grievance-resolution throughput, revocation mechanisms, or administrative override pathways. Without that empirical layer, the argument risks reading as narrative rather than evaluation.

A second gap is architectural clarity. The discussion treats “India Stack” as a conceptual bundle, but power effects in digital infrastructure usually emerge from concrete design choices: identifier-binding models, authentication modes, revocation procedures, audit logs, and institutional separation of roles. Mapping these design choices to governance outcomes would strengthen the argument and make the power claims falsifiable.

There is also a subtle conflation risk between infrastructure and implementation. Many harms (or successes) attributed to DPI may arise from program design, procurement choices, or administrative discretion layered on top of the infrastructure itself.

Two improvements would significantly elevate the work.

First, introduce a compact analytical model that links DPI design features to governance outcomes such as exclusion risk, surveillance capability, and bureaucratic discretion. Second, define explicit criteria for what constitutes “public” digital infrastructure: transparency, contestability, auditability, due process, and institutional oversight.

India’s DPI ecosystem is already shaping global debates about digital state capacity. Analyses of it will have the most impact when they move beyond narrative critique and evaluate the actual architecture and governance mechanisms of the infrastructure itself.
