This DSCI and Digi Yatra Foundation report is a strategically important identity infrastructure paper because it frames self-sovereign identity not as a cryptographic upgrade but as a reallocation of control over verification. Its central claim is that India can use verifiable credentials, decentralized identifiers, Digi Yatra’s operational evidence, and the maturity of India Stack to shape the next global layer of digital trust. That claim is directionally right. Identity infrastructure determines who can participate, which issuers are authoritative, which verifiers may rely on a claim, and which actors absorb liability when verification fails. The paper understands that the move from centralized databases to holder-mediated credentials is a governance shift, not only a technical pattern.

The central contribution is the report’s insistence that verification does not require institutional accumulation of personal data. In the model it advances, credentials issued by trusted authorities can be stored by holders, selectively disclosed, and verified cryptographically without repeated database calls or repeated document copying. This matters because the dominant identity model has made citizens legible by distributing copies of sensitive data across banks, telecom operators, hotels, airports, employers, schools, and state systems. Verifiable credentials change the control plane: the relying party no longer needs to become a data custodian for every interaction, and the individual can prove a claim without surrendering the full document behind it.

The report is also valuable because it places India’s digital identity trajectory inside a serious international standards landscape. It maps W3C Verifiable Credentials, W3C DIDs, ISO mDL, OpenID4VCI, OpenID4VP, eIDAS 2.0, ICAO Digital Travel Credentials, IATA One ID, Hyperledger Aries, Indy, AnonCreds, and Trust Over IP. It also does not treat interoperability as a slogan. It recognizes that digital identity will fragment unless credential formats, presentation protocols, issuer authorization, trust registries, certification mechanisms, and legal recognition move together. That is the correct systems frame. A credential that is cryptographically valid but institutionally unrecognized is not useful infrastructure. It is a proof object without standing.

Digi Yatra is the report’s empirical anchor. The paper presents it as a high-throughput SSI-aligned deployment using issuer-holder-verifier logic, biometric presentation at airport touchpoints, an Indy-based verifiable data registry, local wallet storage, consent-based sharing, and post-journey biometric data purging. The evidence of scale is consequential because most SSI discourse remains trapped in pilots, reference architectures, and standards debates. Digi Yatra gives India something more powerful: operational evidence in a public-facing environment where latency, user adoption, airport security, privacy expectations, and institutional coordination all matter.

The governance weakness is that the report sometimes lets operational evidence stand in for institutional completeness. Digi Yatra may prove that a credential-based travel workflow can function at scale, but it does not by itself prove that India has a general-purpose, cross-sector, rights-preserving SSI ecosystem. The paper is aware of this gap, especially when it notes that Digi Yatra’s current credential format and private ledger choices sit outside the emerging SD-JWT VC and mdoc convergence path. But the implications should be sharper. A private, single-issuer ledger may be efficient for a bounded aviation use case. It is not yet a national trust layer. Scaling from airports to banking, telecom, education, healthcare, hospitality, exams, and cross-border travel requires a different governance architecture.

The most important unresolved issue is trust authority. SSI language can create the impression that the holder becomes sovereign in an absolute sense. That is not correct. The holder controls presentation, but the ecosystem still depends on recognized issuers, trusted schemas, verifier admission rules, revocation infrastructure, assurance levels, wallet certification, audit mechanisms, and legal enforceability. The real governance question is not whether users hold credentials. It is who decides which credentials count, which issuers are authorized, which wallets are safe, which verifiers may request which claims, which revocation signals are binding, and what remedies exist when a credential is wrongly issued, wrongly rejected, over-requested, misused, or silently made unusable.

The report’s treatment of trust registries is therefore central. It correctly identifies trust registries and certification mechanisms as the governance infrastructure without which technical interoperability is insufficient. That should become the core of India’s next policy move. A national SSI strategy needs machine-readable trust registries that bind issuer authority to credential type, sector, assurance level, legal basis, revocation endpoint, audit status, and liability model. Without this, verifiers will either refuse credentials or accept them through private bilateral arrangements, recreating gatekeeping under the language of decentralization.

The second gap is redress. The report discusses privacy, consent, interoperability, and inclusion, but it does not sufficiently operationalize contestability. Identity systems fail through false rejection, outdated credentials, compromised wallets, issuer error, biometric mismatch, inaccessible devices, coercive consent, over-collection by verifiers, and inconsistent revocation propagation. A governance-ready SSI framework must define appeal routes, emergency fallback, grievance timelines, revocation challenge, wallet recovery, delegated access, disability accommodations, and remedies for exclusion. Without redress, SSI risks becoming a more elegant verification stack attached to the same old asymmetry: institutions decide whether a person may pass.

The third gap is falsifiability. The paper makes strong claims about privacy, inclusion, lower duplication, and cross-sector portability, but these need measurement regimes. A serious implementation roadmap should track credential acceptance rates, false rejection rates, revocation latency, verifier over-requesting, wallet recovery outcomes, grievance closure time, differential biometric performance, rural and low-literacy usability, consent withdrawal, breach reduction, and sectoral compliance cost reduction. Adoption counts and journey volumes are not enough. Governance succeeds when rights and obligations hold under failure conditions.

The paper’s novelty lies in connecting India’s DPI experience with the global credential interoperability race. Its practical impact could be significant if it becomes an institutional agenda rather than a standards survey. India has scale, DPI credibility, and a live credential deployment. But influence in global digital trust will not come from scale alone. It will come from conformance profiles, trust registry interoperability, sectoral regulatory mandates, public test suites, wallet certification, evidence bundles, redress models, and visible participation in W3C, OpenID Foundation, ISO, ICAO, IATA, DIF, and Trust Over IP.

The report should be strengthened by turning its recommendations into a governance operating model. Each credential class should have an accountable issuer authority, schema owner, assurance profile, revocation mechanism, verifier access rule, minimization policy, audit obligation, liability allocation, fallback route, and appeal process. Each sector should publish acceptance criteria so that verifiable credentials become legally and operationally usable, not merely technically valid. India should also avoid treating Digi Yatra’s current architecture as the default national template. Its most valuable role may be as a proving ground whose lessons are refactored into open, testable, multi-format, multi-sector trust infrastructure.

The central tension is clear. The report wants India to move from database identity to credential trust. That is the right direction. But self-sovereign identity only becomes public infrastructure when sovereignty is backed by enforceable governance. Holder control, cryptographic verification, and selective disclosure are necessary design primitives. They are not sufficient sources of legitimacy. The next layer of digital trust will be decided by who governs issuer authority, verifier power, revocation, redress, and cross-border recognition at execution time.
