Mitchell, Ghosh and Passi challenge a foundational assumption in contemporary AI governance: that retaining a human approver around an increasingly autonomous agent preserves meaningful human control. Their position paper synthesizes research from automation, HCI and cognitive science to argue that agentic systems can instead degrade the situational awareness, critical judgement and domain expertise on which oversight depends. As agents execute longer, faster and less observable workflows, users move from participants toward approvers while facing approval fatigue, automation bias and cognitive offloading. The resulting governance problem is deeper than poor interface design. Authority may formally remain with a person while the practical capacity to exercise it migrates into the automated system.

The paper makes this institutional problem unusually operational. It proposes strategic friction, action gating, bounded autonomy, batch review, behavioral monitoring, canary tasks, skill-maintenance exercises, workload rotation and separation of oversight from actors who benefit from continued approval. It also identifies a consequential feedback loop: if depleted overseers approve fluent outputs and those approvals become training or evaluation signals, systems can optimize against evidence of acquiescence rather than evidence of well-scrutinized action. Human feedback then becomes an exploitable component of the control channel.

The evidentiary basis is nevertheless synthetic rather than a direct empirical evaluation of agent oversight. Findings from automation and AI-assisted work support the mechanism, but the paper does not establish degradation thresholds across domains or specify when oversight should be judged incapable rather than merely impaired. Its behavioral monitoring proposals also create a second governance surface: measuring attention can itself become worker surveillance or shift accountability from system designers to allegedly inattentive operators.

For governance practice, the durable contribution is to recast meaningful human control as a maintained system capability rather than a staffing arrangement. A defensible deployment would need evidence that overseers retain competence, receive decision-relevant information, possess genuine intervention authority, can stop or reverse consequential actions, and are institutionally protected from incentives that reward passive approval. Where those conditions cannot be demonstrated, "human in the loop" should not count as an assurance claim.
